JAMMU, Mar 25: The State has been deprived of Rs 47 crore funding under UIG component of JNNURM by the Union Ministry of Urban Development as the J&K has miserably failed to implement reforms as per the Memorandum of Agreement (MOA) in last several years.
Minister incharge Urban Development and Urban Local Bodies, Nawag Rigzin Jora, while responding to a question of NC member Vijay Bakaya in the Upper House today disclosed that funds under JNNURM for the cities of Srinagar and Jammu are released by the Government of India on fulfillment of certain conditions. He said out of the total 25, certain conditions relating to Urban Reforms could not be implemented.
Mr Jora admitted that State has been deprived of an amount of Rs 4694.68 lakh (nearly 47 crore) as it could not implement Urban Reforms in full. He said nearly 10% amount has been deducted out of the total committed under the UIG Scheme in view of non-completion of Urban reforms.
In reply to another question of the member, the minister said the conditions which are needed to be fulfilled for release of additional Central Assistance under UIG component of JNNURM are achievement on Urban reforms as per the Memorandum of Agreement, submission of Utilisation certificates and submission of independent review and monitoring Agency Third Party Inspection Reports. Urban reforms in full are yet to be implemented by the department.
