SRINAGAR, June 8: Madhu-kar Gupta, former Home Secretary and Chairman of the Committee to Strengthen Border Protection (CSBP) along with members of his Committee Dr Arvind Gupta, Deputy National Security Advisor; K. Vijay Kumar, Advisor in the Ministry of Home Affairs and Ashok Prasad, former Secretary (Internal Security) in Ministry of Home Affairs, and officers of the National Security Council Secretariat (NSCS) Arvind Kumar and Dr Shivananda, called on Governor N.N. Vohra at the Raj Bhavan.
During his discussions with the Committee, the Governor recalled the repeated terror attacks from across the IB and LoC in the Jammu and Kashmir regions, particularly since 2012, and stressed that after the Pathankot Air Base terror attack it had become a matter of vital importance to review existing anti-infiltration arrangements on the ground, area of responsibility of the Northern Army Command, and ensure time bound further strengthening of the Counter Infiltration and Counter Terrorism Grids, particularly along the IB in Jammu region.
The Governor also discussed with the Committee several other important issues relating to internal and external security management in J&K and in the neighbouring Punjab.
Madhukar Gupta, who is here to assess the ground realities of border management, shared his assessment with the Governor about the sustained attempts at cross-border infiltration and the steps which would be required to further strengthen and plug any existing loopholes.
A delegation of J&K Human Welfare Association (J&K HWA), led by its Chairman Saif-ullah Farooq also called on Governor.
The delegation apprised the Governor about the objective of the organization to render humanitarian services to the orphans and destitute persons of the society. They discussed with the Governor the problems which are being faced by their organization due to lack of funds and administrative support.
The Governor agreed to once again take up their demands with the Chief Minister.
A delegation of Bhartiya Kisan Sangh, (BKS) J&K, led by its President Rajinder Singh apprised the Governor, interalia, about the various suggestions of the farmer’s community for raising agricultural production and productivity which included proper assessment and marketing of apple production; assured availability of quality seeds of all crops and fruits; adequate storage facilities for agricultural produce; generating adequate awareness of beneficial schemes and programmes at the grass root level; capacity building of the farmers in modern agri-practices and technological inputs for enhancing production and productivity; appropriate crop insurance policies for farmers; need to boost saffron cultivation; active participation of farmers in state agricultural universities programmes; upgradadtion of existing irrigation facilities; supply of quality manures and fertilizers; compensation to farming community for losses suffered in September 2014 floods; vocational training for the widows of the farmers; involvement of the organization by the governmental departments in implementation of programmes and schemes for the betterment of the farmers etc.
The Governor assured the delegation to take up their demands with the concerned authorities.
A delegation of Muslim Rashtriya Manch (MRM), Kashmir led by its State President, Nazir Ahmad apprised the Governor about the activities of the MRM and sought his help in the well qualified youth of J&K being provided adequate employment opportunities.
A delegation of JK Against Corruption (JKAC), led by its Chairman Bikram Singh apprised the Governor about their demands which included issuance of directions to the State Government regarding no further appointment of all the members of the State Human Rights Commission; filling of all posts in the High Court and District Courts and other subordinate Courts; strengthening of Jammu and Kashmir State Accountability Commission, the State Vigilance Commission and the State Women Commission; strengthening of the traffic regulation apparatus in view of the ever increasing road fatalities; proper implementation of Public Service Guarantee Act; regular awareness programmes for people friendly Acts; fixing annual examination calendars by the Kashmir and the Jammu Universities; transparency in tendering processes etc.
The Governor encouraged the Chairman and the delegation to steadfastly continue their ongoing campaign against corruption in the administrative system and assured support to their endeavours.
Raja Shabir Khan, National Award winning Film Maker, called on Governor and briefed him about his ongoing film project which revolves around the story of divided families along both sides of the LoC.
The Governor appreciated Mr. Khan’s efforts in highlighting important issues through his films and wished him success in all his future endeavours.
