Correcting wrongs; Govt to scrap new recruitment policy

SRINAGAR, May 19: In a first measure to correct the past wrongs that led to debacle of National Conference-Congress Alliance in the Parliamentary elections, the State Government is scrapping its new recruitment policy under which an employee can get full salary after five years in job and are taking some more corrective measures.
Chief Minister Omar Abdullah today said that he is bringing a proposal before the State Cabinet on Wednesday to scrap the new recruitment policy. “I’m bringing a proposal to the J&K Cabinet on Wednesday & I’m proposing scrapping the “New Recruitment Policy” with immediate effect”, he tweeted tonight.
As per the new policy, a Government employee can be entitled for the full salary after completing five years in job. The salary would be released as per different salary grades. The salary of an employee will be raised after two years and after completing five years of service, the employee shall be entitled to the complete salary.
For the first five years, an employee would get even less than half of the stipulated salary. A person coming under Rs 9300-34800 would get salary of Rs 7050-Rs7090 in first two years and then for the next three years they will be entitled to get Rs 10130-Rs 10190.
The new policy is also applicable to those who used to get a wage of Rs 150 per day. For the first two years they would get Rs 3,170 inclusive of health allowance of Rs 100.
Omar said that Government is announcing similar corrective measures soon to correct the past wrongs. “There will be similar corrective steps announced over the days & weeks ahead covering various facets of Government services”, says his tweet.
Chief Minister said that the scrapping of new recruitment policy is being done after he received feedback from youth. “This is based on feedback that I’ve received from countless youth spread across the length & breadth of the State over last the 2 days”, he said in his tweet.
Omar has received over 1700 emails in past two days. He has read around 100 and has responded to those mails.
And in the meantime, president of the ruling National Conference, Dr Farooq Abdullah today chaired a meeting of the core group of the party to discuss the rout in the Parliamentary elections in which the party faced 3-0 defeat in Kashmir valley.
The meeting was held at Gupkar residence of Dr Farooq Abdullah who arrived from New Delhi this morning. Those who attended the meeting included Chief Minister Omar Abdullah, Abdul Rahim Rather, Ali Mohammad Sagar, Choudhry Mohammad Ramzan, Mohammad Akbar Lone, Mohammad Shafi Uri, S S Slathia, Ajay Sadhotra, Nasir Aslam Wani and Devender Rana.
The Core Group discussed pre poll alliance with Congress, cross voting, low voter share in NC constituencies, future strategy and a wide disconnect with the people especially youth.
Sources said that the Core Group opined that execution of Parliament attack convict, Mohammad Afzal Guru, and killings of over 100 youth in 2010 unrest reflected in the Parliamentary elections against NC. Some of them also held pre-poll alliance with Congress responsible for NC’s debacle.
The meeting also discussed worst performance of the party in its own bastions particularly in Central and North Kashmir. The groups stressed need to reach out to people, especially youth, and know their grievances against NC and correct the wrongs.
The meeting also discussed that analyses be done to find out what went wrong between 2009 Parliament elections when NC won all the seats and 2014 elections when the party suffered 3-0 defeat.
The meeting said that MLAs should be asked that why despite boycott they could not mobilise their cadres to vote for their candidates.
The party is holding its working committee meeting tomorrow at its Nawie-e-Subh headquarters to discuss the poor performance of the NC in polls. The meeting will be attended by State, provincial, block level party office bearers besides Ministers, legislators and the candidates who lost the elections.
The party will discuss the poll debacle and chalk out future strategy for the forthcoming Assembly elections which are due later this year.
