Transfer of Rs 50 lakh by CEO MC Udhampur

UDHAMPUR, Oct 2: Alleging that the financial position of Udhampur Municipal Council (UMC) is very bad, Priti Khajuria Councilor, Municipal Council, Udhampur today sought the immediate intervention of Principal Secretary, Dheeraj Gupta in the matter asking him to check the same through his sources.
Talking to reporters here, she said the Chief Executive Officer (CEO) of Municipal Council Udhampur has transferred funds to the tune of Rs 50 lakh as loan to Director Urban Local bodies Jammu without taking the consent of elected council.
Khajuria said on September 28, she came to know that CEO Udhampur gave a loan and transferred funds to the tune of Rs 50 lakh to Director Urban Local Bodies Jammu. Out of this amount Rs 35 lakh were transferred on October 5, 2018 and Rs 15 lakh were transferred on March 18 this year, she added.
She said due to COVID pandemic a critical situation has taken place in the J&K UT and rest of country which directly effected the revenue generation by Municipal Council Udhampur. The MC Udhampur is not in a position to take up the desired developmental works in the town and it is facing difficulty to pay wages of causal labour, maintenance of vehicles and payment for outsourcing of house hold waste.
There is problem of street lights, switches, wires, bad shape of lane and drains, improper sanitation, shortage of electricians, shortage of Safai Karamcharis, drivers of JCBs, maintenance of MCU building and other day to day necessities, she said.
She wanted to know that when the Municipality is not financially sound then why the loan of Rs 50 lakh was given by MCU to Director Urban Local bodies Jammu, without taking the consent of the Council.
In her letter to Principal Secretary she urged him to seek a clarification from the officer that with whose permission he had transferred the huge amount to the Director Urban Local Bodies Jammu.
She said his step and action has adversely affected the development of Udhampur town and the people of the town are worst sufferers due to this financial transaction particularly during the COVID-19 turmoil.
The Councilor, while seeking immediate intervention of Principal Secretary demanded that the amount be immediately refunded with interest to MCU.
