JAMMU, Dec 29: Chief Secretary B B Vyas today chaired a meeting to review the progress of the flagship skill development scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
The objective of PMKVY is to provide fresh impetus to competency based skill development of youth and to mobilize them to take up outcome based skill training, become employable and earn their livelihood. Skill development of 47000 youth of J&K has been envisaged for the next 3 years under the scheme.
Principal Secretary to Chief Minister, Commissioner/ Secretary, Technical Education, Director Technical Education, Mission Director, J&K State Skill Development Mission (JKSSDM) and other senior officers attended the meeting.
Mission Director, JKSSDM apprised about the progress of the schemes and activities being carried out by JKSSDM and gave a comprehensive presentation on its achievements and current programs including the flagship PMKVY, campaign “Talaash” which will prepare and facilitate skilled youth of the State to participate in the World Skills Competition, 2019, career counseling/placement cells and Skill Acquisition & Knowledge Awareness for Livelihood (SANKALP) project.
Observing that the youth of the State are immensely talented, Chief Secretary underscored the need to provide them with the necessary guidance and exposure through programs aimed at their skill and entrepreneurship development.
“Focus should remain on placements of youth as a measure of final outcome for which a tracking mechanism needs to be devised”, Chief Secretary emphasised .
The role of career counselling/ placement cells in guiding youth and the need to include personality development and improving soft skills of youth, as an inherent component, in all the skill development programs was stressed in the meeting.
Noting that adopting a common strategical approach to the challenges of skill development and convergence of efforts of various stakeholders is key to successful implementation of the skill development mission for youth, Chief Secretary stressed on the need to involve business, vocational training service providers and industry professionals in developing integral components for youth to learn, acquire skills, become employable and access jobs in the current and anticipated future employment ecosystem.
