He said that out of 49 placements, only 17 employees have been confirmed so for by the two DPCs held in last two years and 32 employees are still facing injustices from the authorities as they have been kept out of DPC recommendations.
“Also in the recent DPC few employees were given promotion with effect from the date of placement where as others were not given the same effect,” he added and also reminded that DPC members of the committee for non- Gazetted posts were invited from the Secretariat, which was against the academy rules and unconstitutional.
Besides, he further alleged, to give undue benefit to the blue eyed by changing the rules and procedures in respect of promoting, the employees were shifted from one cadre to another cadre, which is again illegal and unconstitutional.
The union leader also highlighted the employees’ others grievances, such as disparities in the pay grade of some posts like Sales Assistant in the same department for Kashmir and Jammu division, uncertainty among employees appointed after 2010 due to non-implementation of NPS scheme, huge shortage of the employees in the academy especially in the Divisional Office Jammu, which is creating problems in the smooth functioning of the routine work, etc.
Others, who addressed the protest dharna, included Dr Sudhir Mahajan, Senior Drama Instructor, Pankaj Sharma, president, Jammu Divisional Office, Sunil Sharma, general secretary, Mehmood Reyaz, secretary, Anil Tickoo and Rita Khadyal.
