DC cancels illegal appointment made 20 years ago

Srinagar Aug 4: As the deserving candidates are being denied jobs under SRO-43 on compassionate ground by the Government, a scandal has surfaced where people who are not covered under SRO-43 have been provided jobs in Government departments fraudulently by officials.
Deputy Commissioner Budgam has cancelled the appointment of one Mohammad Iqbal, son of Abdul Rahim, resident of Lalpora Beerwah in district Budgam after 20 years. It took 20 years to prove that he was fraudulently appointed in 1996 under SRO-43 as the officials were defending the appointee.
The Deputy Commissioner’s Office Budgam under order No . ADCB/PS/015/90-92 dated 18-06-2015 cancelled the appointment order of Mohammad Iqbal. “…keeping in view the non-availability of any record pertaining to the reported compassionate appointment order of Mohammad Iqbal in terms of SRO-43 and statements of facts of the then Deputy Commissioner Budgam and the then concerned Dealing Assistant, the compassionate appointment order of Mohammad Iqbal son of Late Abdul Rahim R/o Lalpora Tehsil Beerwah is hereby cancelled, reads the order.”
The scandal surfaced when one Jehangir Abdullah of Beerwah sought information about appointment of Junior Assistant in the Department of Education in terms of SRO-43.
The order was shown issued by the then Deputy Commissioner Budgam, G A Peer, on 26-12-2006 under order No. DCB/ LRA/ Estt / CA/ 88/ 96/ 211-17.  The Deputy Commissioner’s office Budgam sent a letter to former DC GA Peer for the authentication of the appointment order of Mohammad Iqbal under letter no. DCB/LRA/015/13 dated 05-05-2015.
Peer in his response to the Deputy Commissioner Budgam letter has said:”To the best of my knowledge, the compassionate appointment case of Mohammad Iqbal, son of Late Abdul Rahim R/o Lalpora Tehsil Beerwah was not approved by me as no records of the subject compassionate appointment case file is available in Deputy Commissioner’s office Budgam. Thus Mohammad Iqbal has managed to prepare his compassionate appointment order in his favour by cheating the office authorities. It is therefore requested that the compassionate appointment order of Mohammad Iqbal may kindly be cancelled and the matter may also be got investigated by local police.”
Reports said that no case has been registered in the fraud appointment yet with the Police.
They also said that Mohammad Iqbal is still working in the department as In-Charge Establishment Section in Chief Education Office (CEO) Budgam under the verbal orders of higher officials of the department.
