DDC inaugurates Foundation Course for PRI representatives

LEH, Feb 12:   Deputy Commissioner Leh Simrandeep Singh today inaugurated four days Basic Foundation Course for the Representatives of Panchayati Raj Institution (PRIs) at Community Hall Sheynam.
Organized by Rural Development Department, all the Sarpanches and Panches of Leh district will be  sensitized about Panchayati Adalat, importance of Gram Sabha, role and responsibility of Halqa Panchayat, conduct of business of Halqa Panchayat, implementation of IAY and NBA scheme, conduct of Social Audit and its importance, planning under MGNREGA, estimation and execution of works,  maintenance of master rolls, payment of wages, labour budget, interaction with 14 line departments, role of Panchayat Secretary, MGNREGA- registration and issuance of Job Cards, unemployment allowance,  role and responsibilities of Mates/ Village vigilance and Monitoring Committee etc.
Addressing the inaugural function, Simrandeep Singh appreciated the initiative of the Rural Development Department for organizing such training programmes in all the blocks of Leh district and said that it is a very good beginning towards empowering Sarpanches and Panches which will certainly strengthen the Panchayati Raj system in the district. He also informed that an interaction session will be organized with the HoDs of 14 line departments of Leh district with all the Sarpanches on 18th February for making threadbare discussions on the issues pertaining to the PRIs.
Urging the participants to take maximum benefit from the training, he emphasized upon the Sarpanchs to fully aware themselves about the scheme implementation and expenditure guidelines.
DDC said that the Panchayati Raj System has been strengthened where in important decisions will be taken at the grass root level ensuring maximum public participation in the vital developmental issues. He also informed that for proper utilization of BADP funds in border areas of Leh district, administration is contemplating to allow Garm Sabhas to make plans of BADP funds.
Project Director DRDA Mozes Kunzang, ACD Leh Dr. Zaida Bano, BDO Leh and Chushot also spoke on the occasion.
