It is no surprise to find that administrative departments are not responding speedily to the recommendations of the Vigilance Organization or the GAD (Vigilance Wing) to initiate departmental enquiry into a delinquent cases. Discipline and disciplinary action, both are rarities in our administrative system. Now the GAD has issued new set of instructions to all Administrative Department of speeding up departmental enquiry into a case of delinquent official. In the new rules time-bound enquiry has been recommended strongly and even action against the defaulters not initiating enquiry has also been set forth. But the question is how is the Government going to tackle the case of deliberate delay and procrastination of enquiry for which input has been made by the Vigilance Organization? Unfortunately, nepotism has crept deep into our administrative structure, which obstructs conduct of impartial but quick enquiry into any case that is brought to the notice of the departments concerned. How can we call it good governance if the suspected delinquents are not brought to book once cases are framed against them? Just passing on a plethora of instructions after instructions but not focusing on accountability part of the system means very little. If the GAD conducted accountability process simultaneously with enquiry process, it would go a long way in eradicating the malaise of indiscipline that has gone deep into the layers of the administration in our State.
