Director FCS&CA justifies his orders of transfers, postings

JAMMU, Jan 19: Director Food, Civil Supplies & Consumer Affairs, Jammu, Amit Sharma has justified his orders of transfers and postings during the last one month, which were rescinded by the Administrative Department on January 16.
In his detailed and point-wise reply, submitted to the Administrative Department, the incumbent Director has maintained that all the transfers/deployment/utilization and adjustment of attached staff of the office of Assistant Director and TSO have been made strictly in consonance with the approved Transfer policy and there was not even a single case wherein transfer was affected prematurely. Hence there was no need of referring any such case to the Administrative Department for approval, he said.
Further, Amit Sharma said in his reply, no complaint from any quarter was received directly in the Directorate or through any quarters of the public regarding ill-functioning of the Directorate of FCS&CA Jammu in any kind of matter since he took over as the Director in the month of July 2018.
In response to the allegation that a Class-IV employee of the Department was assigned the charge of Storekeeper, the Director has clarified that that the said employee was already a permanent official who was working as In-charge Salesman for the last so many years and not as Class-IV employee as has been alleged. “He was temporarily assigned the charge of Storekeeper purely in the interest of smooth conduct of official work and there were several instances in the past wherein even Night Chowkidars, who are not in the roles of the Government, had been assigned such critical jobs of Salesman and Storekeepers,” Amit Sharma said.
Justifying all his orders, the Director FCS&CAJ has requested the Administrative Department to re-visit and take back its order number 11-FCS&CA of 2019, dated 16-01-2019 so that all six orders issued by the Directorate remain intact and the non-gazetted employees, who have complied to these orders relating to either transfer/deployment/service utilization/assignment of duties etc, continue to work as per these orders.
“It would also ensure the sanctity, relevance, autonomy and independence in the working of the various field officers, especially the officers of various Divisional Head of Department wherein the powers for making transfers/postings of Divisional cade non-gazetted employees have been vested vide Government order number 861-GAD of 2010, dated 28-07-2017,” Amit Sharma observes.
