JAMMU, Dec 21: As per the Ministry of Social Justice & Empowerment New Delhi, the Ministry has notified the Transgender Persons (Protection of Rights) Rules, 2020 to enable the provisions of `The Transgender Person’s Protection of Rights Act 2020’.
It says that Clause 3 and 4 of the Rules specify the provision for application for issue of certificate of identity under Section 6 or Section 7 and procedure for issue of certificate of identity and ID card respectively to the transgender persons. It has been further envisaged that District Magistrates/Collectors (States/UTs) is authorized to issue such Certificate of Identity to the transgender persons on receipt of application.
A National portal for transgender persons was launched on Nov 25, 2020 and this portal provides for online submission of an application seeking Certificate of Identity as well as Identity card (one application would suffice for both) by a transgender person from anywhere in the country along with provision to upload prescribed documents.
This online application would directly flow to the inbox of the concerned District Collector who is authorized to approve for issue Transgender certificates and ID cards so approved can be downloaded and printed by the concerned applicant. At any point, the status of application can be seen by applicant. Likewise, rejection if any, by the DM along with a reason would also be available for view of the applicant along with the facility to reapply.
This Portal also enables a National State and District level database and provides for Dashboard at all the three levels. The URL of the Portal is transgender.dosje.gov.in/Admin.
