JAMMU, Nov 7: Reeling under shortage of Indian Administrative Service (IAS) officers, the State Government has started vigorously pursuing with the Department of Personnel and Training (DoPT), Government of India the repatriation of those officers, who have completed five years of Central deputation and three of them have been identified for immediate return.
Official sources told EXCELSIOR that as the shortage of IAS officers is resulting into adhoc arrangements at the Administrative Secretary level in various departments, the State Government has dashed several letters to the Department of Personnel and Training, Government of India with the request to repatriate those officers, who have completed their central deputation of five years.
Recently, the letters have been forwarded with regard to Pradip Kumar Tripathi, IAS officer of 1987 batch, Hirdesh Kumar (1999 batch) and Rakesh Kumar Gupta (1986 batch) as the Government wants immediate return of these officers so as to make suitable arrangements at the vacant posts of the Administrative Secretaries, sources said.
As per the Civil List of IAS officers of J&K Cadre, Pradip Kumar Tripathi is Advisor and Joint Secretary, National Institute of Disaster Management, New Delhi with effect from October 6, 2010 while as Hirdesh Kumar is on inter-cadre transfer to Uttar Pradesh with effect from January 14, 2009. Rakesh Kumar Gupta is Additional Secretary in the Union Public Service Commission with effect from July 27, 2009.
“What to talk of non-State subject IAS officers of J&K Cadre even several J&K-based IAS officers are on Central deputation during the past quite long time and due to their non-repatriation the State Government has been facing problems and is running its affairs by making internal adjustments”, sources said.
Due to shortage of IAS officers several posts are being manned by giving additional charge. Recently, the vacancies of two more Administrative Secretaries fell vacant following the superannuation of two officers—B D Sharma and Dr S M Fazullallah.
At present, Mohammad Abbas Dar, Secretary Consumer Affairs and Public Distribution Department is holding the additional charge of the post of Secretary Transport.
Similarly, Financial Commissioner Revenue, K B Aggarwal is holding the additional charge of Chairman, J&K Special Tribunal. Principal Secretary to Chief Minister, B B Vyas is holding the additional charge of Planning and Development Department.
Likewise, Principal Secretary, Power Development Department, Sudhanshu Pandey is also holding the charge of the post of Administrative Secretary, Technical Education and Youth Services and Sports Departments.
Dr Pawan Kotwal, Commissioner Secretary PHE, Irrigation and Flood Control is also holding the additional charge of Director General IMPA.
