DPC defers promotions

JAMMU, Oct 23: The Departmental Promotion Committee (DPC) of Police Department today deferred a decision to promote six Inspector Generals of Police (IGPs) as Additional Director Generals of Police (ADGPs) amidst reports that the promotions would create an Army of DGPs, Special DGPs and Additional DGPs in Jammu and Kashmir, taking their number to an all time high at 19.
After an hour long meeting in the Civil Secretariat in Srinagar, the summer capital of the State, the DPC headed by Chief Secretary BB Vyas, decided to defer lone item on agenda of the meeting i.e. the promotion of six IGPs to the rank of Additional DGPs, official sources told the Excelsior.
However, they said, the proposal of promotion has only been deferred and not cancelled.
The DPC headed by Vyas comprised KB Aggarwal, Resident Commissioner, J&K Government, New Delhi, Principal Secretary, Home Department, RK Goyal and Director General of Police.
“The DPC discussed the proposal threadbare and decided to meet again after re-opening of Civil Secretariat in Jammu next month,” sources said, adding that certain issues including the one that total number of DGPs, Special DGPs and Additional DGPs in Jammu and Kashmir would go up to 19 with the promotions, also figured in the DPC though three officers in the rank of DGP and five Additional DGPs were on Central deputations.
Out of six officers tipped for promotion to Additional DGPs, only one of them was on deputation while five others were working in Jammu and Kashmir.
The IGPs, who were tipped for promotion as Additional DGPs in today’s DPC, included Deepak Kumar, presently on deputation to Government of India, Syed Javed Mujtaba Gillani, Director State Vigilance Organisation (SVO), Abdul Ghani Mir, IGP CID, Mohammad Suleman Salaria, Director Sher-i-Kashmir Police Academy, Alok Puri, IGP Crime Branch and Muneer Khan, IGP Kashmir.
As reported exclusively by the Excelsior today, the promotions would have taken number of Additional DGPs in Jammu and Kashmir to an all time high at 12. There are already seven police officers of Jammu and Kashmir cadre in the rank of DGP and Special DGPs. The promotions would have taken up total number of DGPs, Special DGPs and Additional DGPs from the State to 19.
