ORDER NO. 05 – HD OF 2015

Whereas, one vacant post of Manager, Tailoring and Cutting was referred to Services Selection Board vide No. HD/Estt/PS/225-33 dated : 20-12-2010 and
Whereas, the Services Selection Board vide its communication No. SSB/Sel/Secy/013/69-71 dated : 02-01-2013 forwarded a select list of the candidate against the referred post to the Industries and Commerce Department (Administrative Department). The said select list was subsequently forwarded by the Administrative Department to the Directorate of Handicrafts vide communication No. IND/DOH-97/95 dated : 26-02-2013 and
Whereas, pursuant to the said select list the selected candidate Shri Nischint Sharma was advised through print media on 18-03-2013 to report in the Directorate of Handicrafts with all relevant certificates/testimonials so that appointment order is issued after verification of the qualification/category certificates as stipulated by J&K Services Selection Board in their recommendation letter; and
Whereas, the selected candidate Shri Nischint Sharma S/o S K Sharma R/o H No. 110 Sector 1, Sanjay Nagar, Jammu failed to report in the office of Director Handicrafts within the stipulated time with relevant documents and
Whereas, this office vide communication No. HD/Estt/A/88 dated : 12-04-2013, subsequently informed about the same to the Administrative Department and sought further instructions in the matter; and
Whereas, the Administrative Department vide their communication No. IND/DOH-97/95 dated : 03-06-2013 requested this office to intimate as to whether the formal appointment order in favour of Nischint Sharma was issued or not and if not then to issue the appointment order as per norms; and
Whereas, this office in response to the above communication informed the Administrative Department vide No. HD/Estt/A/726 dated : 18-06-2013 that appointment order could not be issued in favour of Nischint Sharma as the selected candidate failed to report in the office of Director Handicrafts alongwith the requisite documents within the stipulated period which was prerequisite as per recommendations of J&K Services Selection Board, and
Whereas, in the meanwhile Priya Langer S/o Shri Vijay Kumar Langer R/o H No. 271 Jullaka Mohalla Jammu filed, a service writ petition before the Hon’ble High Court Jammu bearing SWP No. 1435 of 2013 and prayed before the Hon’ble Court for her consideration against the post of Manager, Tailoring & Cutting; and
Whereas, the Hon’ble High Court, Jammu vide order dated 04-07-2013 disposed off the writ petition bearing SWP No. 1435/2013 titled Priya Lannger V/s State and others, with direction to the respondents to consider the claim of the petitioner for appointment to the post of Manager Tailoring and Cutting by including her name in the select list and follow the procedure governing the field; and
Whereas, the Administrative Department vide communication No. Ind/DOH/97/95 dated : 16-06-2014 endorsed copy of J&K Services Selection Board’s letter No. SSB/Sel/Secy/013/4861-62 dated : 26-12-2013 and informed this office that one Smt Priya Langer D/o Vijay Kumar Langer R/o H No. 271 Jullaka Mohalla Jammu is figuring next in merit for the post of Manager, Tailoring & Cutting advertised vide Notice No. 01 of 2011 dated : 31-01-2011 (item No. 120) and directed this office to issue formal appointment order in favour of the candidate, by way of speaking order after observing all the codal formalities in the matter; and
Whereas, a notice was issued in the print media on 13-08-2014 and Smt Priya Langer was asked to furnish requisit documents for verification as stipulated by the J&K Services Selection Board in their recommendation letter; and
Whereas, pursuant to above notice Smt Priya Langer reported in the office of Director Handicrafts alongwith all relevant certificates; and
Whereas, the certificates submitted by Smt Priya Langer were verified from the concerned quarters and found genuine.
Now, therefore, sanction is hereby accorded to the temporary appointment of Priya Langer D/o Vijay Kumar Langer R/o H No. 271 Jullaka Mohalla Jammu, against the post of Manager, Tailoring and Cutting (Centre Jammu) in the pay scale of 5200-20200+2400 Grade pay.
The appointee shall be on probation for a period of two years.
The appointee shall be allowed to join only on production of the following certificates in original :-
1. Date of birth certificate
2. Academic/Technical Qualification
3. Reserved category certificate, if any.
4. Permanent Resident Certificate
5. Medical Certificate from concerned CMO.
6. No Demand certificate from concerned District Employment Officer/General Manager DIC
7. Character and Antecedents certificate from concerned District Magistrate.
Pending verification of the Character and Antecedents of the appointee from the concerned quarters, the appointee shall be allowed to join on the production of affidavit as per annexure -I to this order. However, the salary of the appointee shall be drawn and disbursed only after her character and antecedent report is received from the concerned agencies.
If on further verification the certificate produced by the appointee are proved fake or forged, the appointment shall be cancelled abinitio.
The appointee shall report to Assistant Director Handicrafts, Jammu within a period of 21 days from the date of issuance of this order, failing which her appointment shall be treated as cancelled without any further notice.
