Crime Branch has lodged two FIRs against some private Elementary Teachers’ Training Colleges and the Board of School Education, Jammu and Srinagar, in which it has suspected malpractices and irregularities in contravention of prescribed rules and regulations. Earlier in these columns also we had brought to public notice that nearly 400 private ETT colleges in the State were minting money through illegal and clandestine means. Many of these had not renewed their registration and were admitting students from Northern Indian region and awarding degrees that were actually fake. In some cases no premises, buildings and rooms exist anywhere in the name of the college that had sought registration. In other cases a college is run from a single room where the students came once for formal registration and paying the fees and the second time to receive the degrees. No classes are ever held. The Crime Branch claims that 45,000 to 80,000 rupees are reported to be charged from each student for providing him or her degree without attending a single class. This racket has been going on in tandem with the BOSE authorities who have closed their eye to the requirements which the institutions are supposed to provide for the facility of the students they admit in their institutions. Public will demand that all involved in this big scam and corrupt practice should be brought to book and exemplary punishment given to them. They are responsible for degradation of our educational standards. Jammu region has a larger share in this scam. It is the moral duty of the J&K State Education Department to publicize among the most affected Northern States wherefrom bulk of students apply for admission to the fake ETTs in J&K State that before deciding to take admission in these fake institutions they should verify and satisfy themselves that they are choosing the right institution. In fact the Education Department should identify and publicize the fake institutions for the information of prospective students.
