Apathy of the Union Ministry of Water Resources towards the flood protection projects submitted by the District authorities of Ladakh and the LAHDC is totally unacceptable. Five years have passed by when the DPRs were submitted for taming eleven nullahs that usually cause flash floods in Ladakh. It is believed that owing to the warming up of atmosphere, the glaciers are melting fast and water gushes down the nullahs devastating habitations, livestock and crops. Why the Central Ministry sat on the files and showed dismal apathy towards the protection of the people threatened by floods remains a mystery. The State Government has washed its hands off any responsibility of coming to the rescue of the people in Ladakh under the pretext that it has no funds available for flood protection projects in Ladakh. How long will the far-flung areas of the country and the State suffer discrimination is anybody’s guess even if these are wielding great strategic importance and sensitivity. People in Ladakh believe that if the flood protection projects had been accepted and executed in time, the damages caused by recent floods would have been far less. The functionaries at the Ladakh Affairs Department are also answerable why they did not pursue the DRPs submitted to the Union Ministry of Water Resources for five long years. The onus comes to their doorsteps also. They owe an explanation to the flood sufferers of Leh.
