GAD for setting up Excellence Groups

JAMMU, May 9: In a significant decision, the General Administration Department (GAD) today called upon all Administrative Secretaries and Heads of Departments (HoDs) to establish Excellence Groups and make them vibrant by organizing discussions with senior officers, who have previously worked in these departments/offices.
An order to this effect was issued today by GAD Commissioner/Secretary Sanjeev Verma.
The order is part of Lieutenant Governor Manoj Sinha’s directions to make the administration more vibrant in Jammu and Kashmir.
“This would foster knowledge-sharing and continuity of thought. This kind of forum for argumentation would be an aid to achieve tangible results of the initiatives/programmes conceived from time to time,” the GAD order said.
It added that these discussions should be instituted as an embedded feature of overall working of the departments.
“The Excellence Groups will not only ensure materializing or fruitful ideas/initiatives, but would also foster value-addition in the governance structure and converting and idea into a tangible outcome,” the order read.
It said it is a common observation that consequent upon transfers of Administrative Secretaries and senior officers from various departments, departmental priorities get re-aligned and hence initiatives conceptualized/initiated by the outgoing Secretary or a senior officers, which may not get materialized during their tenure, sometimes remain unattended, thereby not yielding the desired outcome visualized by the outgoing officer.
The Excellence Groups will ensure that such ideas are materialized.
