Govt approves setting up of Coop Dev Comms

JAMMU, Dec 19: The Government has sanctioned the establishment of the Union Territory Level Cooperative Development Committee (UTLCDC) and District Level Cooperative Development Committees (DLCDC) to strengthen the cooperative movement in Jammu and Kashmir.
The UTLCDC, headed by the Chief Secretary of Jammu and Kashmir, will include Administrative Secretaries from various departments, Registrar of Cooperative Societies J&K, Chief General Manager of NABARD, and representatives from National Cooperative Development Corporation (NCDC), National Dairy Development Board (NDDB), National Fisheries Development Board (NFDB), State Cooperative Bank, State Federation of Dairy Cooperative Societies, and State Federation of Fisheries Cooperative Societies.
The committee’s responsibilities encompass ensuring coverage of all Panchayats/Villages in the UT by multipurpose PACS or primary dairy/fishery cooperative societies. It will also review district-wise action plans for establishing new societies, targeting two lakh such societies across the country in the next five years.
Moreover, the UTLCDC is entrusted with providing support in preparing and updating the National Cooperative Database. It will coordinate with organizations like NABARD, NDDB, NFDB, NAFSCOB, NCDFI, and FISHCOPED to set up UT/District Level Federations if not presently existent, as per viability assessment.
Other duties include establishing linkages of existing and new primary cooperative societies with DCCBs/StCBs and/or their respective District and UT level Federations, ensuring convergence of various Government of India schemes at the cooperative society level, providing policy support for creating cooperative society infrastructure, and extending support to the District Cooperative Development Committee (DCDC) for grassroots-level plan implementation.
The District Level Cooperative Development Committee, headed by the Deputy Commissioner of the concerned district, includes various officials and representatives.
Like the UT level committee, the DCDC can co-opt a member, with the Deputy Registrar Cooperative Societies serving as the Convenor.
The DCDC’s mandate involves ensuring timely updating of the National Cooperative Database, preparing district plans based on gap analysis, coverage of all Panchayats/villages, establishing linkages with DCCBs/StCBs, and facilitating the setting up of District-level federations.
Additionally, the DCDC is responsible for coordinating with stakeholders, facilitating registration of new primary cooperative societies, ensuring dovetailing of Government of India schemes, and providing necessary infrastructure support to primary cooperative societies at the panchayat/village level.
The Cooperative Department will act as the nodal department for coordinating the overall implementation of the plan. Notably, specific members are nominated for District Kathua, ensuring comprehensive representation in the District Level Cooperative Development Committee for Jammu and Kathua districts.
