JAMMU, Nov 10: After more than four years, the top brass of State Government and Army would be meeting and discussing the issues of importance at the high level Civil Military Liaison Conference (CMLC) at 16 Corps Headquarters at Nagrota on November 12. Chief Minister Omar Abdullah would chair the meeting, which among others would be attended by General Officer Commanding-in-Chief (GOC-in-C) Northern Command Lt Gen Sanjiv Chachra.
The CMLC, which takes up a host of issues faced by Army and civil administration, pertaining to land acquisition, welfare of soldiers, ex-servicemen, `Veer Naris’ (wives of Army jawans), families of martyr jawans and any other issue that needed the consent of State Government and Army, is being held after more than four years though it had to be held every year.
“The last CMLC was held on September 19, 2009,’’ official sources told the Excelsior.
Public Relations Officer, Ministry of Defence, Headquarters Northern Command, Lt Col Rajesh Kalia said the CMLC was aimed at developing synergy and better co-ordination between civil administration and Army.
“The Army is working along with the civil administration in maintenance of security, peace and well being of the people in the State,’’ Lt Col Kalia said.
Deputy Chief Minister Tara Chand, GOC 16 Corps Lt Gen D S Hooda and senior Commanders of the Army, Chief Secretary Mohammad Iqbal Khandey and top brass of civil administration apart from senior Revenue officers among others would be attending the conference to discuss and resolve various issues.
Though security scenario and other such issues are generally not discussed in the CMLC as Unified Headquarters exclusively takes up these issues, sources said when top political leadership of the State Army Commanders meet, an informal discussion can take place on security and other issues. However, they clarified, security issues didn’t form agenda item of the CMLC.
Sources pointed out that a number of issues pertaining to land acquisition either by the Government or the Army, payment of compensation, welfare of soldiers, ex-servicemen, ‘Veer Naris’, families of the martyrs and training of Army jawans etc would be discussed and resolved in the meeting.
“Some of the issues have been long outstanding as the CMLC is being held after a gap of more than four years. The CMLC will be helpful in further strengthening the working relationship between Army and civil officials and assist in resolution of a host of issues,’’ sources said.
The CMLC assumed significance in the present context as it was taking place after more than four years and would help sort out various issues pending on both sides including the civil administration and the Army. “Some of the pending issues would be resolved on spot in the meeting while the contentious issues would be discussed and decisions taken on them shortly,’’ sources said, adding that the meeting would prove useful for both sides.
Worthwhile to mention here that the last CMLC was held on September 19,2009 i.e. more than four years back. Usually, the CMLC had to be held every year for better cooperation and liaison between civil administration and Army. However, due to certain reasons, the CMLC couldn’t be held for the past four years.
Sources pointed out that following the traditions, the Army is hosting the CMLC this time at 16 Corps Headquarters at Nagrota as last time the State Government had organised it.
“In preparation for the meeting, Army authorities have already conducted a series of pre-CMLC meetings to finalise essential agenda points. The participants are looking forward to a meaningful and positive outcome of CMLC in resolving several issues of mutual interest, essential for development of the State as well as welfare of Army troops serving in the State,’’ sources said.
