Govt devises criteria to make hospitals in J&K junk-free, ensure proper upkeep

Guidelines issued on directions of CS to achieve deliverables

Srinagar, July 28: Government today devised criteria for making the health care institutions junk-free apart from improving toilets and ensuring the upkeep of hospitals across J&K while immediate compliance has been sought from all the Heads of the Departments in connection with the implementation of the criteria.
As per the order issued here by the Health & Medical Education (H&ME) Department, the Chief Secretary of Union Territory of J&K has allotted deliverables to all the Administrative Departments including Health and Medical Education Department which are required to be completed within the prescribed time frame.
It said that a review meeting in this regard was held under the chairmanship of Principal Secretary to Government, Health and Medical Education Department and after due deliberation upon the deliverables, it has been decided that the criteria “for Junk free Health care Institutions need to be devised and circulated among all the Healthcare Intuitions of the Union Territory of Jammu and Kashmir for strict compliance so that all the Hospitals will be junk free within two months.”
In this connection, criteria/initiatives for making Healthcare Institutions junk free have been devised for circulation among all the HODs of the Health and Medical Education Department.
With regard to making the Healthcare Institutions junk-free, 7 criteria have been laid down along with the means of verification which include no junk material in patient care areas; and to verify that the concerned have been directed to check if unused/condemned articles and outdated records are kept in the Nursing stations, OPD clinics, wards, etc.
Another criterion that has been set is no junk material in open areas and corridors; and for the same, the concerned have been directed to check, if unused/ condemned equipment, vehicles, etc. are kept in the corridors, pathways, under the stairs, open areas, rooftops, balcony, etc.
“No junk material in the critical service area; Check if unused articles and old records are kept in the Labour room OT, injection room, Dressing room, etc.”
The concerned will also see whether the hospital has a demarcated space for keeping condemned junk material and for that, they will check for the availability of a demarcated and secured space for collecting and storing the junk material before its disposal.
It will also be seen if the hospital has documented and implemented a condemnation policy and for that, it will be checked if the hospital has drafted its condemnation policy or has got one from the state. “Hospital has written off the junk material and for that, check if the hospital has prepared the list of condemned/written off junk materials.”
Also, to achieve the deliverable, it will be seen if the hospital has a committee for condemning junk material, and for that, it will be checked if the hospital has a committee for condemning the junk material and also check when the last meeting was held.
Accordingly, the directives read that, it is impressed upon all the Heads of the Departments of the Health and Medical Education Department to implement the aforesaid criteria in all healthcare Institutions on an immediate basis, “so the things that are considered to be unserviceable/unrepaired, can be removed from the Hospitals within two months to make all Healthcare Institutions junk free and achieve the target as prescribed in the deliverables within time.”
Concerning the improvement of toilets and upkeep of hospitals across the J&K, the criteria have also been set for the implementation of deliverables
The H&ME said that the Chief Secretary has allotted deliverables to it, which, it said, are required to be completed within the prescribed time frame and that after due deliberation upon the deliverables, it has been decided that the criteria for improvement of toilets and upkeep of Hospitals need to be devised for strict compliance to keep the hospital’s upkeep at every time.
Based on the instructions, a list of nearly 8 criteria has been issued which several other sub-criteria aimed at implementing the deliverables, and accordingly, all Heads of the Departments (HoDs) have been directed to show compliance to achieve the target of improvement of toilets and upkeep of hospitals within two months.
