JAMMU, Dec 29: To assess teachers ability of Rehbar-e-Talims and Regularized ReTs, who have obtained degrees from study centres through distance mode, the State Government today issued a formal order for introduction of their screening test.
The persons figuring in the selection panel for fresh engagement as ReTs, shall also have to undergo this screening test, comprising subject specific syllabus, teaching aptitude and General Awareness.
For the General category ReT candidates, criteria for qualifying the screening test is 60 percent while for the Reserved category candidates, the qualifying criteria in screening test is 55 percent.
“Sanction is hearby accorded to the introduction of screening test to assess teaching ability of ReTs/RReTs, who have obtained degrees from study centres/distance mode, which have been reckoned at the time of engement and persons figuring in the selection panel for fresh engagement of ReTs,”says Government order number 631-Edu of 2015, dated 29-12-2015.
It may be recalled that the State High Court, in May last, had directed Commissioner Secretary to Education Department to constitute a committee for holding screening test of Rehbar-e-Taleem (ReT) teachers who have acquired qualification degrees from dubious study centres.
As per the Government order, the screening test will be of 150 marks, with Multiple Choice Questions as well as Descriptive type questions, which need to be answered in 150 minutes.
Besides subject specific I-VIII grade syllabus (JKBOSE) with linkage up to secondary level, there will be Teaching Aptitude and General Awareness syllabus of the screening test.
The General Awareness syllabus shall be comprising questions on current affairs, including sports, History, Culture, Geography, Politics etc that a teacher is expected to know, up to a level that he/she is able to anwer queries of their students.
Similarly, the Teaching Aptitude syllabus comprises Role of teacher – teachers as motivator, facilitator, democratic leader, guide, counselor and mentor, learner involvement (encouraging students’ participation in activity, group work discussions, seminar etc, importance of teaching learning materials), Evaluation of learning (importance of continuous and comprehensive evaluation in schools) and school issues, such as conducting morning assembly, purpose of morning assembly, timetable framing in school, enrolment drive, problems of absenteeism and dropout in schools, role of school management committee, village education committee, institutional plan; need and importance, learner, child profile: need & importance of learner/child profile, annual school calendar: need and purpose.
The screening test of 150 marks will comprise questions testing Teaching Aptitude and General Aptitude (15 marks each), Language I (English) and Language II (Urdu/Hindi) having 30 marks each, Mathematics (MCQ -20 marks), Science (MCQ-20 marks) and Social Studies (MCW-20 marks).
Each language paper of 30 marks will have MCQ of 15 marks (unseen passage with questions on comprehension, questing on elements of language, grammar, vocabulary etc) and Descriptive of 15 marks (Eassy type testing writing ability-150 words)
As per the High Court order, “all such ReT teachers who fail in such screening test, their certificates would require to be seized, of course, after affording opportunity of hearing to them.” The court had also directed that the authorities should consider termination of their services after following principles of natural justice as same would be in the larger interests of student community and society.
