Govt policies towards SCs need to be reviewed: Balbir

JAMMU, June 4: Expressing grave concern over the policies of the successive State Governments towards the Scheduled Caste (SC) community in Jammu & Kashmir, BJP State spokesperson, Balbir Ram Rattan today said that these are totally humiliating as well as violation of the human rights of over ten lakh population of this community.
Balbir in a statement issued here elaborated that according to 2011 Census, the population of the SCs in the State had been 9.24 lakh, which now may have crossed 10 lakh but unfortunately these hapless people have been continuously facing embarrassment and suffering due to worst kind of violation of their human rights.
Balbir said that Jammu and Kashmir is the only State in the country where the Scheduled Castes have to procure their Category Certificate after every 12-15 years under new SRO of the State Government. Further, separate caste certificates on different performa for State and Central Government jobs are to be produced. The Scheduled Caste Commission has not been constituted in the State, while the Women Commission, Human Rights Commission and Backward Classes Commission are already functioning there. These are a few subjects which, cannot be justified by any yardstick, he said.
“It is most unfortunate that the policies of the successive governments in this State towards SCs have been embarrassing, humiliating and insulting and were never looked into with a sympathetic approach”, Balbir said and added that the Community has already suffered a lot so the Government must come out of slumber to review all such policies which have proved to be harmful to the SCs.
The spokesperson further said that the reservation benefits can be availed only on producing the relevant certificate of being member of the reserved Class but the practice in obtaining new certificates after gap of few years debar many deserving people from the Government jobs, scholarships and promotions. He said that the SCs need to be treated as human beings like others and humane view needs to be taken to remove their hardships.
