PULWAMA, July 13: Minister for Finance, Dr Haseeb Drabu today said the Government would put in place a contingency plan at the district level for effective utilization of human resource during law and order situations.
“Given the first-hand experience during my stay at the district headquarters amidst prevailing disturbances, I will propose to the Government to put in place an effective District Contingency Plan where the available human resource at the district level could be utilized effectively in such situations,” the Minister said while speaking at an officers meeting here today.
The Minister said during his stay at Pulwama, he came across several employees from SKIMS, SMHS and other hospitals outside their district who were unable to reach their respective places of work because of the law and order situation.
“Instead of allowing such employees to sit idle at their native places during such situations, which they would also not like to do, we should be able to utilize their services in the health institutions of their respective districts till the situation normalizes,” he said and added that in a reciprocal scenario same thing can be done with the doctors and other Government employees who are stuck up in Srinagar and other places in similar situations.
“For instance a doctor, or for that matter any other employee, residing in Srinagar and posted in Anantnag or any other district will be unable to reach his place of work in such a situation, he/she should be asked to attend the nearest hospital or place of work in Srinagar to serve the people there,” he said and added that such a plan of action would ensure effective and productive utilization of the human resource during disturbances and emergencies.
Dr Drabu said that same mechanism can be worked out in other essential sectors like PHE, PDD, CA&PDD etc. “Once the situation stabilizes, I would request the Chief Minister that the Government should work on this plan of action so that people don’t have to face any inconvenience during law and order situations,” he added.
