Govt to establish hi-tech driving institutes: Ramzan

JAMMU, Apr 2: Minister for CA&PD and Transport, Ch. Mohamad Ramzan today informed the House that Government is committed to improve traffic management system in the State, adding that several measures have been taken to check road accidents in which precious lives are lost.
Replying to a discussion raised by Ajatshatru Singh and  Khalid Najeeb Suhrawardhy regarding increase in the number of road accidents, especially in hilly areas, the Minister said that 78 per cent accidents occur due to negligence and faults committed by drivers. He said it has been seen that most of the drivers lack proper training and as such Government has decided to establish high-tech driving institutes at Jammu and Srinagar and later at district headquarters as well.
The Minister said that no licence is granted to persons below 18 years of age and directions have been issued to strictly implement the norms fixed for the purpose. He said the licencing authorities will be held responsible for violation of norms for issuing licence. He said that Government will also increase the number of SRTC buses on hilly routes in view of their better performance viz-a-viz safety. He said that GPS system would be introduced gradually to track movement of SRTC vehicles including passenger buses and load carriers.
Ch. Ramzan further said that the existing Motor Vehicles’ Act needs amendments in order to make it more stringent to deter traffic violators. He said that Government is also contemplating to give power of checking, reporting and also fining to other government functionaries including principals, headmasters etc to check violation of traffic rules.
