*2 years on, Committee fails to submit its report

JAMMU, Nov 17: After hue and cry by the sports enthusiasts as well as unemployed against illegal appointment of Coaches and others in the premier sports body- the Jammu and Kashmir Sports Council (JKSC) and other departments under SRO-349 (Sports Quota), the Government of Jammu and Kashmir had framed a fact finding committee to reveal alleged illegal appointments but unfortunately nearly two years have been lapsed, but the committee still not published any report on it so far.
Well placed sources in the Department of Youth Services and Sports (YS&S) revealed that the announcement of fact finding committee has proven as merely rhetoric as no development has been seen during the last two years over illegal appointments. “The nonchalant attitude of the concerned committee members can be gauged from this fact that not a single meeting in this regard has been held so far,” he alleged.
“Everybody knows that successive Governments of the erstwhile State of J&K had made ‘illegal’ appointments beyond the rule book by hoodwinking deserving outstanding players and the same was raised by different people time and again but unfortunately, the present dispensation is on same path to hide the malpractices of bureaucrats and politicians who have hands in gloves in the alleged illegal appointment under the quota,” sources said.
He said: In the month of February-2020, the General Administration Department (GAD) with vide Government order No: 228-JK (GAD) of 2020 dated 13/02/2020 on the direction of then Lieutenant Governor, GC Murmu had constituted a 3-member committee comprising Administrative Secretary, Department of Food, Civil Supplies and Consumer Affairs, Secretary J&K Sports Council and Additional Secretary Vigilance of the GAD to look into the alleged illegal appointments under the same quota and directed the committee to publish its report by March 2020.
However, while framing the committee, the GAD gave nearly 45 days to submit its reports but ironically nobody seems bothered to give relief to outstanding players as the most of the orders regarding fact finding committees have been biting dust in the cupboards of the Civil Secretariat.
For the last many years, the higher body of sports had not published any notification for any recruitment of outstanding sports persons nor recommended any sports-person name to the General Administration Department for the Government jobs, because, the J&K High Court had stayed the proceeding regarding appointment of outstanding players under Sports quota against an PIL, said an outstanding player who clinched medals at international level and now, has been eagerly awaiting for the Govt job under the same quota.
As per the set norms, every year the JKSC could recommend at-least 25 outstanding sports persons for the Government jobs who have brought laurel for the J&K by clinching medals at National and International level but since the issue of illegal appointment in different departments had come to fore under the quota with close proximity of politicians and bureaucrats through backdoor channels and most of them were from Kashmir division during the erstwhile Government, led by PDP, alleged sources.
It is pertinent to mention here that last year, the Power Development Department had suspended one person posted at Junior Engineer post while six others engineers’ documents were seized for the verification by department concerned who were appointed under SRO-349 by illegal manner. Thereafter, the committee was framed by the Government but the committee is still in limbo to reveal report.
“Since 2000 nearly more than two dozen persons have reportedly been recruited in various departments under the sports quota, that too with the recommendations of the former Ministers and high level bureaucrats, that’s why the Government is maintaining silence over issue”, revealed sources on the condition of not to be named.
