SRINAGAR, Jan 29: The High Court today directed the authorities to implement the schemes formulated to provide support to the poor girls in J&K so as to enable them to live a dignified life.
The Division Bench of Justice Ali Mohammad Magrey and Justice D S Thakur recorded that the authorities are implementing the two Schemes namely “The State Marriage Assistance Scheme for Poor Girls (SMAS)” and ” HUNAR” in letter and spirit and closed the matter by directing the authorities to ensure implementation of these schemes as long in vogue.
The authorities were asked to take immediate steps for identifying and for providing support to the poor girls of J&K so as to enable them to live honourable life and a direction was passed, asking the Government of Jammu and Kashmir to consider and formulate a scheme for 3, 73, 086, girls who already stood identified by its authorities.
The authorities are under directions that the areas be carved out in urban and rural belts, which are in close proximity with each other, from where these girls have been identified and the girls of these areas be made part of Society/Cooperative Society, which shall be, exclusively, for these girls and for their benefit.
These girls, wherever required, to be imparted training in handicrafts, tailoring, knitting, poultry and analogous and identical jobs with the directions to J&K Government to constitute a separate fund for which the erstwhile State would be at liberty to seek donations from the philanthropists. “This fund shall be utilized for marriage purpose of the girls whose number is mentioned in this order and who are identified by the State authorities themselves”, read the directions.
Authorities have to pay a minimum of Rs. 25000/- to a girl at the time of her marriage and as far as possible, 5 grams of gold to the girl who is to be married.”
It is in terms of Government order No. 248-SW of 2015 of December, 2015, based on Cabinet Decision No. 164/13/2015 passed in December, 2015, in which sanction was accorded to the adoption of a Scheme, namely “SMAS” for its implementation in J&K with immediate effect and in terms of Government order No. 249-SW of 2015, which has been issued in pursuance to Cabinet Decision No. 165/13/2015 passed in December, 2015 wherein sanction was accorded to the adoption of a Module/Scheme, namely, “Hunar.”
