HC seeks appearance of SSP Anantnag

SRINAGAR, July 31: The State High Court today sought personal appearance of Superintendent of Police Anantnag in a case in which two boys were allegedly killed by security forces in 2010 unrest.
Justice Ali Mohammad Magrey observed that one and a half year has elapsed and till date no progress has been shown by the SIT in investigating the matter.
“More than a year and half is over, the position has remained unchanged and SIT has not shown any satisfactory progress in the matter leaving no option but to direct presence of SP Anantnag to be present on Tuesday, August 4, along with case diaries and other material”, court directed after observing lapse on part of SIT.
In December 2013, SSP Anantnag was directed to monitor the investigation of the case. “Time and again Special Investigation Team sought time to conclude the investigation and file final report before the competent court of law”, court further said.
In December 2014 investigating agency was directed to draw a time schedule for recording the statement of witnesses sought to be produced by the informant and ensure that their statements are recorded as per the schedule without any inconvenience to the witnesses.
Taking serious note of the manner in which the proceedings had been conducted by CJM Anantnag, this in terms of order dated 23.11.12 had withdrawn the proceedings from the said court and ordered for its monitoring by this court only.
Court on August 2013 had observed that occurrence of the year 2010, in which precious lives have been lost, deserves special attention so that the investigation is concluded with convenient speed while monitoring process of the case from time to time.
While considering the matter again on 27.11.13, this court again observed that the manner in which the investigation has been conducted does raise some eyebrows, therefore, directed the then AAG, Chashoo, to suggest some officer who will investigate the case.
Two boys Bilal Ahmad Najar and Noor-ul-Amin Dagga were killed on September 19, 2010 when cops opened fire on the funeral procession of another youth Maroof Ahmad Nath whose body was recovered on the fateful day after he drowned in the Jhelum on September 13 while being chased by police and CRPF personnel.
