Srinagar, May 16: Jammu and Kashmir High Court today sought response from the Central Government indicating what is purpose, spirit and relevance of seeking Aadhar Cards from the State Government for identification of flood victims to pay them compensation.
The Division Bench of High Court comprising Chief Justice Vasantha Kumar and Justice Ali Mohammad Magrey sought response from the National Disaster Management Committee with regard to asking Aadhar Cards as identification from the flood victims to pay them compensation.
This directions on Disaster Management has been passed after the Advocate General of the State R A Jan submitted before the Division Bench that the Management (NDMC) is seeking Aadhar Cards from the flood victims of September 2014 to pay them compensation. He submitted that they (NDMC) may be directed not to insist for it as there are other identification proofs.
“Flood victims may be verified through other identity proofs like bank accounts, ration cards and election cards”, Advocate General submitted before the court in PIL filed last year immediately after devastating floods caused havoc to entire State.
Court also directed for publishing the revised policy for the payment of compensation in print media for the information of general public with a period of 10 days.
“Court is of the view that said policy be got published in Urdu and English newspapers within 10 days so that the concerned will come to know about the same and claim compensation”, court directed after the submissions by Advocate General that revised policy for providing compensation to the flood victims has been arrived at on April 24.
Earlier court was informed that Rs 1 lakh and Rs 50, 000 have been paid by Centre as ex-gratia from Prime Ministers Relief Fund (PMRF) for fully damaged and partially damaged houses respectively to those whose full particulars as well as bank details have been provided by the State Government. Union counsel had further submitted that State Government has not provided correct bank details in most cases due to which payment has not been made in their favour.
The PIL filed last year by advocate G A Lone and Advocate Jehangir Ganaie seeks directions upon the Government for providing relief and compensation to the victims of last year deluge in a proper mode and manner.
