SRINAGAR, Mar 10: High Court has directed the Government to place before the Court the recommendation made by the committee headed by Principal Secretary Planning Development and Monitoring Department for different sports in both UTs of J&K and Ladakh.
The Division Bench of High Court underscored the issues raised in the matter are extremely of great importance as such directed the consideration by the committee and recommendations be placed in the court before the next date of hearing.
The committee which is constituted for suggesting a broad scheme for capacity building and training of coaches suggests to work out the overall requirement of coaches, in each sports discipline across Jammu and Kashmir, based on need and practice elsewhere.
It further refers for determining the number of coaches sanctioned and made available as also suggests how coaching can be improved, given the vacancies available in the department. The matter pertains to the availability of sports infrastructure and development in the Jammu and Kashnmir.
Court after perusal of latest status report filed by the authorities said the report reveals an extensive reference has been made to the availability of physical education teachers at the school level. “However this is not the only concern. The concern is to have specialized coaches and training facilities available round the year to facilitate the development of the sports personnel from both UTs of J&K and Ladakh”, read the order.
Court said that their attaining expertise would enable them to successfully complete in national and international competitions. The coaching facilities, court added, need to be available round the year as are available in the several centers of the Sports Authority of India in other States, UTs and Cities in India.
Court directed the committee to engage with the several sports federations and associations which are appearing before the court and have offered to provide all sporting assistance to the sporting activities in both UTs.
Court had also directed the Secretaries of the District Legal Services Authorities to verify the claims made by the official respondents with regard to development and completion of the sports infrastructure, stadia etc but no report has been filed from the Secretaries of DLSAs.
Court directed all the DLSAs to positively submit a report with regard to the matters before the next date. Copies of affidavits and status report filed by the Sports Department regarding the infrastructure projects which are under construction has been directed to be forwarded to all Secretaries of DLSA by the Registry of the court.
Meantime, Government counsel has ensured the court that the reports are given by the DLSAs and that information is obtained from them and report in this regard be filed before the court on next date of hearing.
Court also directed the authorities to file an affidavit indicating there-in the facilities which have been proposed and development as well as the nature of the sports and sporting activities which are contemplated therein and the availability of infrastructure and coaches.
