HC seeks report on completion of Ganderbal bridge

SRINAGAR, July 27: High Court has sought information from Jammu & Kashmir Project Construction Corporation Ltd (JKPCC) with regard to completion of Tangchater Bridge in North Kashmir’s District Ganderbal.
The Division Bench of Chief Justice Pankaj Mithal and Justice Sanjay Dhar has sought a report for the completion of Tangchater Bridge which is being constructed by JKPCC. At one point of time a statement was made that it will be completed by May 2021, but the court has not been informed as to whether the same has been completed and made functional.
“Government Counsel appearing for the official respondents is directed to seek instructions and file an affidavit clearly indicating whether the project has been completed and made functional”, DB directed.
It is after taking serious note of delay in completion of various projects, the Jammu and Kashmir Project Construction Corporation (JKPCC) has informed the High Court about the progress of construction on various bridges in Kashmir province as the funds were made available to JKPCC by the Government for completion of these projects.
The General Manager in compliance of court direction states in his latest status report that the Corporation as an executing Government agency is executing work on various bridges in Kashmir province which were languishing earlier due to lack of funds.
He has informed the court that 24 bridges have been approved for completion of the balance or left over works under Jammu & Kashmir Infrastructure Development Finance Corporation (JKIDFC) languishing projects. The works, GM adds, on these bridges have been accordingly taken up in hand and the progress of the works is in full swing at different stages of completion.
About the Tangchater Bridge at Ganderbal, the GM stated that the bridge has now been approved under languishing projects and the sub-structure of the bridge stand completed and the superstructure of the bridge is in full swing and is likely to be completed by ending May.
About the delay in completion of these projects at a timeline, GM referred the reason of about break of Covid-19 which as per GM has halted and delayed the progress of these projects and states that the work has now been resumed and is going smoothly.
Court was hearing the matter as regards to bridges which were under construction in Kashmir Province and these projects were either put on halt or delayed due to insufficiency of funds with the executing agency viz J&K Project Construction Corporation funded by the Finance Department.
GM-JKPCC has given in a tabulated form the information of these projects to the court with the estimated costs on each and every project, the funds released, the value of work done, requirement of balance funds for completion and the date of completion of each project.
About the foot bridge Takenwari Srinagar, GM submitted that the bridge is likely to be completed in May, Bridge over Sukhnag Budgam in July. About the Owngam Arwah Bridge in Budgam the same has been completed however approach road stopped by locals due to compensation issue.
