HC seeks report on relief

SRINAGAR, Nov 12: High Court today directed Divisional Commissioners of both Kashmir and Jammu to apprise the court as to what mechanism is in place for regulating the distribution of relief among flood victims.
The Division Bench comprising Justice MH Attar and Justice D S Thakur while hearing a PIL on rehabilitation of flood victims and distribution of relief, directed the Divisional Commissioners of Kashmir and Jammu to apprise the court with regard to mode and method adopted for distribution of relief among flood victims.
“At this stage, we direct the Divisional Commissioner, Kashmir and Divisional Commissioner, Jammu to apprise the court by filing detailed information as to what is the mechanism in place for               regulating the distribution of relief to the flood victims by the NGOs and other individuals and companies”, directed the bench.
The direction was passed after the petitioner and counsel advocate G A Lone stated before the court that many people and NGOs are providing relief to the flood victims but there is no mechanism in place for regulating it. He further stated that there is no frame work in distribution of relief which has come from the beginning and is still in progress.
The counsel told the Court that the people who lost their homes during recent devastating floods are living in tented accommodations and have not been provided safe accommodation to avert the adverse affects of the winter chill.
In this backdrop, court directed to the Director Information to publish a general public notice in two leading newspapers of the State, for those who were displaced from their areas on account of recent floods to approach the concerned Deputy Commissioners within three days period with regard to issue that they are living in tented accommodations.
“This information be also published through electronic media”, added the bench and directed the concerned DCs to file the report by next date after verifying the claims of those flood victims whose houses were damaged in floods.
Court had earlier also directed the Government to provide adequate shelter to the people whose homes have damaged as the winter chill is approaching in the State.
Court directed the registry to provide the order immediately to both Divisional Commissioners as also to Director Information and kept the matter for further consideration on November 18.
