HC stays promotions in Sports Council

JAMMU, Nov 4: Justice Dhiraj Singh Thakur of the State High Court has stayed all the promotions made through five different orders issued by J&K State Sports Council in September last.
Further, taking cognizance of the seriousness of the matter, the HC served notices (returnable within four weeks) to the Government through Commissioner Secretary, Technical Education, Secretary, State Sports Council, Daleep Thusoo and all other 20 beneficiaries of these promotions for filing objections and response.
In an interim order, after hearing Senior Advocate, Abhinav Sharma, Justice Thakur found the matter of serious nature and stayed all the five orders issued in September last. The next date of hearing has been fixed on November 27.
Earlier, Advocate Abhinav Sharma, appearing for the petitioner, Manager, Mini Stadium, Parade and weightlifting coach of the State Sports Council, Ashok Singh, informed the High Court that a set of new service rules have been framed by the autonomous sports body, setting aside the laid down procedure, only to suit the certain individuals.
Advocate Sharma stated that benefits have been granted to certain individuals by way of promotions and other monetary rules deliberately with a view to accord hostile treatment to Manager, Mini Stadium, Parade, Ashok Singh, who, otherwise, belongs to the coaching branch of the Sports Council.
Those who have been made party in the petition, besides State and Secretary, Daleep Thusoo, are  Nazir Ahmed (Head Assistant), Riyaz Ahmed Sheikh (Head Assistant), Mohi-ud-Din (Junior Assistant), Dilbagh Singh (Lawn Tennis Instructor), Khazir Mohd Ganaie (Kabaddi Instructor), Farooq Ahmed Rather (Driver), Narinder Singh (Driver), Daljeet Singh (Driver), Noor Mohd Wani (Head Assistant), Om Parkash (Head Assistant), Krishanjeet Singh (Head Assistant), Ghulam Mohd Pandoh (Head Assistant), Mohd Shafi Mir (Head Groundman), Om Parkash-I (Head Groundman), Fariqa Bano (Senior Assistant), Ruksana Wani (Senior Assistant), Gopal Dass (Senior Assistant), Rafiqa Akhter (Senior Assistant) and Joginder Kumar (Senior Assistant).
