JAMMU, Aug 7: After a high-voltage drama, Prof Devanand finally took over as Incharge Vice-Chancellor of Central University Jammu today.
As per the order of Union Ministry of Human Resource Development, Prof Devanand joined as Incharge Vice-Chancellor today thus ending the controversy, which erupted yesterday following premature retirement of outgoing Vice-Chancellor Dr S S Bloeria who handed over the charge to Pro-VC Prof Rajiv Gupta.
The HRD Ministry had yesterday issued the formal order for handing over the charge of the Vice-Chancellor CUJ to Prof Devanand.
“On completion of the term of S S Bleoria, Vice-Chancellor of the University, the charge may be given to Prof Devanad, the senior most Professor in the Central University of Jammu,” says the official communiqué number 52-4/2014-CU III (Pt), Government of India, Ministry of HRD, Department of Higher Education, dated August 6, 2014, issued by Dr Ramakrishna Rao, Deputy Secretary to the GOI to the Registrar CUJ.
However, before this communiqué was formally received by the CUJ Registrar yesterday, the outgoing VC Dr S S Bloeria whose tenure was expiring on August 7, 2014, handed over the charge to Pro-VC Prof Rajiv Gupta on August 6 for the unknown reasons and thus inviting a major controversy.
Following this development, the CUJ Registrar Ajit Singh sought a clarification from the HRD Ministry explaining that the outgoing VC had already given charge to the person other than recommended by the Government.
Taking a serious note of this, the HRD Ministry shot a strong worded reply today virtually seeking explanation of the Registrar and instructing him to immediately implement the earlier order.
“There was no reason of leaving a day before completion of the tenure as well as giving charge to Pro-VC,” sources quoted the HRD Ministry’s letter.
Further, the letter says, `did he (Bloeria) seek your (Registrar) permission and if not, why didn’t you inform the Ministry over this development earlier.’
After receiving the fresh letter, the Registrar was left with no option other than to invite Prof Devanand who finally took over as Incharge Vice-Chancellor of Central University Jammu this evening around 6 pm, sources informed.
Pertinent to mention that the Dr S S Bloeria was appointed as first Vice-Chancellor of the Central University Jammu on August 8, 2011 for a tenure of three years. His tenure was completing today and the Excelsior in its yesterday edition had exclusively reported that Prof Devanand was likely to be appointed as Incharge Vice-Chancellor.
