JAMMU, Dec 20: Health & Medical Education Department has enjoined upon all its Heads of Departments (HoDs) to take into account the stipulations before recommending a proposal regarding opening or up gradation of any health facility
Issuing an advisory in this regard, the department has made it clear that such a proposal should be examined strictly in light of cognate provisions envisaged under Indian Public Health Standard (IPHS) norms (revised 2022) for establishment/up-gradation of Heath institutions after thorough Gap Analysis viz-a-viz laid down norms and mapping of Health Infrastructure on Gati Shakti layers and uploaded on Gati Shakti portal.
Further, the Feasibility report should invariably include GPS coordinates, supported by Google images of the proposed site and HD-Plan/268/2022-02-Health and Medical Education Department.
Area should clearly demark distance from nearby Health facility (such as, Sub Centre, Primary Health Centres, New Type PHCs, Sub-District Hospital and District Hospitals etc) and the proposal involving creation of posts, if any, should be processed strictly in terms of circular instructions of the Finance Department issued vide No. A/97(02)-Sgr-210(S) dated 15.07.2021, after due rationalization of existing manpower.
Listing these conditions, the advisory has enjoined upon all the HoDs of the Health & Medical Education Department to strictly adhere to these instructions in letter and spirit.
Giving reasons for issuing the advisory, it has been said that several instances have come to the notice of the Administrative Department whereby the proposals regarding establishment/up- gradation of Heath Institutions are being poured by the subordinate offices for consideration, without observing the guidelines governing the administration and principles for smooth functioning of such health institutions.
“Mere recommendations for establishment/up-gradation without observance of evolving guidelines/norms laid down under IPHS /National Medical Commission (NMC) /Dental Council of India (DCI) /Ayush norms, as the case may be, is against the spirit of optimum utilization of resources. This practice somewhat leads to unhealthy competition which needs to be arrested forthwith,” reads the advisory, adding that prime focus should be laid on the consolidation/ strengthening of assets for judicioius utilization of the existing infrastructure /manpower through proper rationalization and new proposals be put forth in extreme necessities with due justification as per the extant guidelines / procedures.
