This refers to the editorial’Is PSC non entity? (DE, March 28, 2015).There is no denying the fact that Public Service Commission abbreviated as PSC is an important body entrusted with the important task of the officers cleared for promotion by the Departmental Promotion Committees (DPC).
But it is unfortunate that the various Departments do not forward the seniority list, service records and other necessary documents such as APRs, number of existing vacancies of different cadres etc. of the promoted officers serving in the incharge capacity for their regularization by the PSC with the result that the said officers are made to suffer for years together due to no fault of theirs though the concerned departments are required to get the services of the IC officers regularised by the PSC in six months. The existence of vacancies of the Chairman/members in the PSC also hampers its functioning and leads to the inordinate delay in the process of direct recruitment /promotion of officers to fill up the various vacancies thus violating the rights of the aspirants and causing them unnecessary and avoidable harassment.
Thus,it is imperative that this important body is not relegated to the background by the Government and the higher officers of various Departments.In fact, the officers responsible for forwarding the information such as seniority list, number of vacancies, Annual Performance Reports and other documents required for completing the process of regularisation of Incharge officers need to be issued instructions by the General Administrative Department (GAD )to do so within the stipulated time frame and those found guilty of dereliction of duty ought to be brought to book.
