In Governor’s rule

Sir,
At the fag end of their six year term the elected coalition Govt. of NC/ Congress appointed a Public Service Commission (PSC) panel and the executive head i.e. Governor who is the nominal head and has to sign everything, it was expected that he would sign the proposal submitted by the Government. But he rejected the panel on the ground that some members were under the corruption charges.
Again the new elected Govt. failed to find 6-7 persons from whole of the State who were of clean image. Again, the Governor rejected the panel, paving way for a new team to his satisfaction. Not only after the demise of the Chief Minister  Mufti Mohd Sayeed, to took the reins of the administration in his own hand and took several measures.
He ordered detachment in the Education Deptt. which we all know is complete mess. It looks quite out of logic why people who have been recruited to teach and when they are posted in farflung schools which are in real dearth of staff get themselves attached in the cities where staff is already in excess. I wonder why our elected Govt. couldn’t take this decision.
Governor ratified the self-attestation rule of central government. It was made to save the time and energy of the unemployed youth especially the poor and those from far flung areas because every person does not have privilege of a gazetted officer in their house or even sometimes in the whole village and how many hardships such persons have to face and even sometimes these unemployed youth have to pay money to get the attestation done.
Governor approved draft road safety policy. Even before in February 2015 Governor had called for implementation of a road safety action plan which could not be implemented as Government was formed on 1st of March and now again only the Governor took the initiative to implement the plan and what for? For the safety of the people especially in a state like ours where roads are poorly developed, encroachment of roads rampant and the state mostly has a hilly terrain, all these factors thus make conditions prone to accidents.
Now discussions and meetings are being done to implement the Union Govt. order in the state wherein there will be no requirement for interview in the non- gazetted posts. This decision will be of significance because there have been many complaints over nepotism and partiality during the interview process and considering the fact that our state has the largest no of unemployed youth it can act as a lifeline for the unemployed youth who believe in hard work and fair competition.
