JAMMU, Mar 6: Besides ensuring proper implementation of Public Service Guarantee Act (PSGA) across the state, a grievance cell would be established in Revenue Secretariat to look into the public complaints and grievances.
This was stated by the Minister for Revenue, Javed Mustafa Mir, while reviewing implementation of National Land Record Modernization Programme (NLRMP) at an officers meeting here today.
Sending a strong message to the field functionaries of the department, the Minister exhorted upon officers to evolve a system in the department, where a common man will not suffer for want of certain services envisaged under the PSGA.
Revenue Minister asked them to ensure that a movement registry is put in place at every halqa, tehsil and DC office, recording the movement of Tehsildars and his support staff, so that claimants will not have to move from pillar to post to obtain services. He asked them to notify the locations of all the patwar halqas for information and convenience of people.
Underlining the need to launch massive publicity of the PSGA, Javed Mustafa said that awareness will result in deriving maximum benefits envisaged under the Act especially those living in rural and remote areas of the State.
Revenue Minister asked officers to carry out regular inspections of old as well as new administrative units and ensure that staff posted there remains present.
Minister of State for Revenue and R&B, Sunil Kumar Sharma said that land settlement is an important issue and exhorted upon officers to frame a policy so that settlement process in completed in a time bound manner. He said encroachment of State land has become a business, underlining the need for rooting out this menace with an iron hand. He said that use of Information Technology (IT) has become imperative in the field of revenue and asked concerned officers to computerize all the revenue offices.
The meeting was informed that a project is being implemented for digitization of existing cadastral maps and linking it with existing textual data (Jamabandi) and Jammu and Srinagar districts have already been identified for the same in the first phase. He was told that the work has been outsourced and project is scheduled to be completed within 28 months.
While reviewing the land encroachment complaints, the Minister was informed that all DCs have been asked to furnish all details of such cases so that a strategy will be evolved for retrieving the land from encroachers.
Financial Commissioner Revenue, Divisional Commis-sioner, Jammu, Commissioner, Survey and Land Records, Deputy Commissioner Central and other senior officers of Revenue Department were present on the occasion.
