JAMMU, Mar 29: The Union Ministry for Health and Family Welfare has granted Rs 11.33 crores worth incentives to National Health Mission (NHM), Jammu and Kashmir for successful implementation of all the schemes of the Central Government in the State.
This was a rare distinction for Jammu and Kashmir, which has been achieves under the guidance of Dr Mandeep K Bhandari, Commissioner/ Secretary, Health and Medical Education Department and Dr Mohan Singh, Mission Director, NHM.
The Govt of India puts conditions during the approval of State Programme Implementation Plan (SPIP) every year for certain parameters to be attained by the States. If a State fulfills the criteria/ conditions imposed on the States, the State is given incentives and penalized if the conditions are not fulfilled.
The various conditions for which Jammu and Kashmir has been given incentives are reduction in Infant Mortality Rate, which declined from 50 in 2007 to 37 presently as per the Sample Registration System Report, increased uploading of immunization coverage on the MCTS Portal (Mother Child Tracking System) and improved Functionality of FRUs (First Referral Unit).
Other conditions for the incentives included increase in star rating of CHCs as compared to previous years in the State, increase in State health budgets and issuance of Government order for implementation of free drugs policy.
“The State has been released an amount of Rs. 11.33 Crore over and above the approved plan and the funds will be utilized for strengthening of health systems in the
State,” Mission Director NHM, Dr Mohan Singh said.
He added that the authorities have decided to reward various employees of State Health
Society for achieving the targets and also commended the role of Directorates of
Health services Jammu/ Kashmir and Directorate of Family Welfare among others.
