No screening of teams

JAMMU, July 7: To bring transparency and accountability, Jammu and Kashmir Sports Council (JKSC) has issued a circular for unregistered Sports Associations to register themselves before approaching for screening of teams for participation in the National Level Championships.
The Jammu and Kashmir Sports Council has ordered that no screening of teams fielded by Un-recognized sports associations are conducted relating to their participation in National Level Championships till they are formally registered under Society Act-1880 and recognized by the Jammu and Kashmir Sports Council in accordance with laid down guidelines.
As per the order number SC/4058/316-21, Dated: – 06-07-2023 by the Secretary J&K Sports Council, Nuzhat Gull read that it is obligatory upon the Sports Associations recognized by the J&K Sports Council to get the selected teams or contingent screened through the Screening Committee of the J&K Sports Council before participation in the National level competitions.
“It has been observed that a number of unrecognized sports associations are also approaching for screening of teams to get nod for participation in National Level Competition and avail benefits of the National level representations as per the privileges available from the Government,” the official order read.
“It has also been observed that these unrecognized Sports Associations are running from a particular area and holding posts in the Associations amongst the restricted persons or Government employees without proper authority or permission” the order further stated.
“Moreover, it has been also learnt that these unrecognized Sports Associations are not registered under Societies Act-1860 and have no district units, thus running illegally in the UT of J&K without following the guidelines of the J&K Sports Council for grant of recognition,” the order further read.
It also stated that there are also reports that these Sports Associations are not maintaining proper records or fixtures of the domestic competitions leaving apprehension of issuing Sports Certificates to non-genuine candidates.
“It is therefore impressed upon the Divisional Sports Officers and Screening Committee of J&K Sports Council that henceforth no screening of teams fielded by unrecognized Sports Association are conducted relating to their participation in National Level Competitions till they are formally registered under “Societies Act – 1860 and recognized by the J&K Sports Council in accordance with the laid down guidelines,” the order read.
The officials told Excelsior that there were 53 registered Sports Associations in Jammu and Kashmir and around 40 non-registered Associations. The Jammu and Kashmir Sports Council has started a ‘cleansing mechanism’ to bring transparency and accountability in sports by stopping undue benefits these unregistered associations are getting since long.
Nuzhat Gull, Secretary Jammu and Kashmir Sports Council, told Excelsior, “The circular is the part of ‘cleansing mechanism’ to bring transparency in the system, apart from registered sports in SO12 and GAD recognized list of sports for jobs, there are number of events which have been conducted by un-registered associations to seek jobs and applying for admissions in different departments. This order is crucial to maintain discipline and check the sports code.”
“We have brought this order to check the unregistered sports and regulate the system to maintain discipline in sports and only registered bodies will get the benefits. Those unregistered associations have to follow the due course of procedure to get the benefits” she added. She also urged people to register their kids only in registered sports.
