JKVDA submits memorandum to LG

JAMMU, Dec 21: Jammu and Kashmir Veterinary Doctor’s Association (JKVDA) on behalf of all the veterinary doctors of Animal Husbandry Department submitted a memorandum to G C Murmu, Lieutenant Governor of J&K regarding various grievances of veterinary doctors.
One of the main issues highlighted in the memorandum was recent posting of non-technical person as Director Animal Husbandry which was against the rules. As per the existing recruitment rules the post of Director Animal Husbandry Department Jammu/Kashmir is to be filled amongst the Joint Directors.
“As per the existing convention senior most Incharge Joint Director is made Incharge Director Animal Husbandry Jammu/Kashmir,” JKVDA said in its memorandum and urged the LG to follow the same practice as it is done in the past and in respect of Fisheries Department where a senior most Incharge Joint Director has been appointed as Incharge Director Fisheries Department.
Further SRO 670 dated 25-10-2019 issued by the GAD and SRO 897 dated 26-10-2019 issued by the Administrative Department of Animal/Sheep Husbandry Department, the post of the Director of Animal Husbandry Department Jammu/ Kashmir is to be borne on the cadre strength of Animal Husbandry Department (amongst Veterinary Doctors) and when it comes to technical department, a technical person can handle the working of directorate more efficiently as compared to a non-technical person
“Also Departmental Promotion Committees has not been conducted in Gazetted Cadre since 2 decades which is the main reason behind temporary arrangements of holding the post on in charge basis,” the Association said, adding these arrangements are made without any timeframe and still most of the senior cadre posts are lying vacant or given additional charge to a single person.
