JAMMU, July 21: JKVM Council has strongly protested against the sinister process of issuing Return Forms by the Relief Commission (Migrant), Jammu when the Return is yet to be discussed and decided upon.
The Vichar Manch council, attended among others by Dr R L Bhat, Ashok Kangan, H L Bhat, Tej Sagar, Sandesh Raina, M L Malla, Santosh Koul, state president B L Bhat and general secretary Pranji Pandita, pointed out that the forms had been started in 2008 subsequent to the Package announced by the then PM, Dr Manmohan Singh. The performa issued by the Relief Commissioner then had carried a form called Expression Of Intent asking the pointless question whether the displaced member wanted to return to his home, when the most single demand of the exiled Hindus has been the Return to their land.
It said the displaced community found the pro-forma roundly insulting. The community led by JKVM had burned the offensive form in 2008 itself. JKVM had pointed out then that the package announced by the ex-PM did not consider the most important factor viz. that of sense of security and retention back in the Valley. The package accordingly failed to take off despite the mechanizations of the authorities to hoodwink the unsuspecting Hindus. The official tricksters allegedly aided by some agents have again been trying to confuse the community by circulating the insulting and pointless ‘form’.
Dr R L Bhat, national vice president JKVM made it clear that there return was yet to be discussed with the Government. The new Government had accepted the JKVM concept that retention was more important than the return. The discussion on return had to ensure that the community would not be displaced again. That is possible only if the returnees are settled at one single place and are able to secure themselves against any onslaught. The recent events at Mattan and Baltal prove that the apprehensions expressed by JKVM are founded on the ground reality of Kashmir.
The district administration at Anantnag failed to uphold the standing Supreme Court orders regarding maintenance of status quo in Mattan, which is hardly three kilometers away from the district headquarters. This is a clear indicator how ineffective any promise of State security can be in case of any future onslaught on an isolated, scattered habitation.
Meanwhile KPC has also expressed its concern over the distribution of forms by Relief Organization and cautioned the community against the same. KPC chief Kundan Kashmiri and its vice president M L Raina said that giving willingness by filling up forms by the community members on their own will prove suicidal in view of the prevailing situation in Kashmir.
Mr Kashmiri said that return was only possible at a consolidated place within Valley and not in clusters or original residential areas. He said some touts are playing in the hands of Government without taking the ground situation in Valley into consideration.
