Kishtwar verdict on Dec 3: SC

Jammu, Oct 7: Division Bench of Supreme Court headed by Chief Justice P Sathasivam today stated that it shall deliver the final verdict on the PIL pertaining to Kishtwar incident on December 3 after hearing the parties including the State Government.
On the issue of differential ex-gratia for state domicile and outsiders, the Bench while acknowledging the facts stated in State Chief Secretary’s affidavit stated that the document dwells upon the justification for extra compensation for Permanent Residents of the State based upon constitutional provisions and has also explained that in addition to the ex-gratia paid by State, paramilitary personnel are being paid compensation by the Central Government.
Mr K V Vishwanathan, Additional Solicitor General of India, Gaurav Pachnanda, Senior Advocate and Ashok Mathura, Advocate-on-record appeared for the State Government while Prof Bhim Singh appeared for the petition.
Responding to plea of Bhim Singh for admission of another petition regarding recent incident of terrorist violence in Hiranagar, the Apex Court stated, “the scope of the writ petition can’t be expanded by filing application after application”. The Bench, which also comprised Justice Ranjan Gogoi refused to issue any notice based on the fresh application filed by Prof Singh regarding Hiranagar incident.
Prof Singh had filed a fresh application seeking further direction and probe under the supervision of Apex Court on the attack by Pakistani terrorists on police station Hiranagar on September 26.
