JAMMU, May 30: Kashmiri Pandit Conference (KPC) has sought the intervention of National Human Rights Commission (NHRC) in ensuring protection of the PM package employees in the Valley who belong to minority Kashmiri Pandit community.
In a letter to NHRC chairman, KPC president Kundan Kashmiri has sought his intervene in the matter and appealed the Commission to impress upon the Central Government and LG administration in J&K to concede the demand of these hapless employees who are protesting for their relocation outside Valley till the total normalcy returns in Kashmir and members of the community are settled at a separate place within Valley in accordance to the resolution passed by KP Assembly over a decade back.
The letter said that these hapless employees included a sizeable number of women employees are totally scared following the selective and targeted killings as they have become cannon fodder for gun tottering terrorists.
The letter further said that Kashmiri Migrants (Special Drive) Recruitment Rules 2009 issued in exercise of powers conferred by proviso to Section 124 of the Constitution of J & K is totally unjustified and inhuman.
In this regard a notice was published in the local News papers for their recruitment and unfortunately also included the Performa of the “Agreement” to be signed by the applicant “Kashmiri Migrant” in order to be appointed after getting selected for the particular post. The format of the agreement to be signed is revealing that the appointee agrees that in case he migrates again from Kashmiri Valley at any stage for any reasons what so ever the appointee will stand automatically terminated from the services and shall have no claim against any post under the State.
Though the agreement brazenly violates fundamental rights of a person but still under some compulsion the displaced youth gave undertaking as they had lost every source of income after entire community was hounded out from Valley under a conspiracy.
It also appealed the NHRC to impress upon the Union Government not to link the employment package with return and rehabilitation of displaced Kashmiri
Pandits as two are separate issues.
