JAMMU, Jan 20: Government today admitted that several decisions taken in the District Development Board meetings during the previous financial year have not been implemented so far. However, it has attributed the delay to the lack of resources.
“The decisions taken in the District Development Board meetings are implemented promptly as far as possible”, said the Chief Minister, who is also Minister Incharge Planning, Development and Monitoring Department while responding to the question of PDP MLA Abdul Majeed Paddar in the Legislative Assembly.
However, the decisions involving policy matters and having huge financial implications are considered from resource perspective in the concerned administrative departments and when found feasible are implemented in a phased manner after establishing technical feasibility and firming up the source of funding to implement such decisions, the Chief Minister.
“The reasons for the delay in implementing some decisions can be attributed to lack of adequate resources and delays in establishing technical feasibility and economic viability and inordinate delay in preparation of Detailed Project Reports”, Mehbooba Mufti said, adding “in certain cases the implementation is constrained by land disputes/ forest clearance and much disputes being sub-judice”.
Replying to another question pertaining to delay in implementation of DDB decision vis-à-vis upgradation of forest hut at Gool, Minister for Education Naeem Akhtar said, “I reiterate on the floor of the House that decisions taken by the former Chief Minister Mufti Mohammad Sayeed during the DDB meetings will be implemented at any cost”.
He made this statement after Congress MLA Aijaz Ahmed Khan expressed concern over delay in implementation of decision. “On one side the Government is saying that it is carrying forward the vision of Mufti Mohammad Sayeed and on the other side it is not implementing the decisions taken in the DDB meetings chaired by former Chief Minister”, he said.
