Civil Services criteria also on cards

JAMMU, Aug 1: The Union Territory of Ladakh will shortly have Warrant of Precedence as well Civil Services and orders to this effect are likely to be issued by the Union Ministry of Home Affairs.
Official sources told the Excelsior that the Warrant of Precedence has reportedly been cleared by the Union Territory Administration of Ladakh. It has already been submitted to the Union Ministry of Home Affairs (MHA) for final approval.
“The protocol list is expected to be cleared by the MHA shortly,” they said.
While declining to comment on the protocol, sources, however, said that Chairpersons-cum-CECs of twin Autonomous Hill Development Councils of Leh and Kargil, their Executive Councilors and Councilors are expected to get good status.
After its bifurcation from Jammu and Kashmir and becoming a UT, Ladakh isn’t having its own Warrant of Precedence though it maintains protocol which was existing when it was part of J&K.
While the Lieutenant Governor remained the boss as far as the UT of Ladakh is concerned, the protocol will define status of Member of Parliament, Advisor to LG, members of All India Services including IAS and IPS officers, Chairpersons, Executive Councilors and Councilors of Hill Councils, former Ministers and legislators in erstwhile State of J&K, Municipal Committee Chairpersons, Councilors and Panchayat members etc.
As far as Civil Services in Ladakh are concerned, their rules are also expected to be defined shortly, the sources said.
Presently, most of the Civil Services officers in Ladakh are posted from Jammu and Kashmir including JKAS and JKPS. Most of the Ladakh youth in JKAS and JKPS have also been assigned posting in the UT.
The Civil Services in Ladakh will create lot of opportunities for local youth to become Gazetted Officers. Besides, it will also help in posting of local officers in the Union Territory.
Meanwhile, a proposal for formation of Ladakh Power Development Corporation is also under consideration of the UT administration and was discussed in a recent meeting of the officers chaired by Lieutenant Governor Brig (Retd) BD Mishra.
On August 5 i.e. after four days, Ladakh will be completing four years of bifurcation from Jammu and Kashmir and its creation as the Union Territory.
While a number of issues of the Union Territory of Ladakh have been settled, it continued to face some others which have been taken up by the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) with the Union Ministry of Home Affairs including Statehood, Sixth Schedule status, two Parliamentary seats and job opportunities.
