Major CAPD ration pilferage bid foiled, 296 bags seized

MENDHAR, May 3: The police today foiled a major attempt of the CAPD officials and dealers to sell public ration in the black market before it reached Sales depots and seized 296 bags (50 kg) of  rice, sugar and Atta from Ari area of Gursai in Mendhar sub division of district Poonch today.
This ration was lifted from CAPD store Mendhar and was destined for two depots in Gursai area of Harni.  TSO Mendhar Abdul Khaliq, who is under transfer to Kalakote had issued this quota for the public of  Harni block. Loaded in two trucks the ration was sent to Garsai depots for off loading. But about 10 kms short of its destination, the ration was off loaded in the shops of one Headmaster Zaffar Iqbal.
Mendhar Police party led by SHO Anzir Mir under the supervision of SDPO Surinder Choudhary, on the basis of information raided the shops and seized the ration while one truck No. JK02R/ 1149 had left after off loading the ration including 62 bags of rice, 24 bags of sugar and  70 bags of Atta; the other truck bearing registration No. JK02K/3667 was off loading 140 bags of rice at the shop. The police arrested Salesman Fazal Hussain and driver Rakesh Kumar and later apprehended storekeeper Mohd Kabir and Salesman Koushal Kumar.  The police has also launched manhunt for TSO Abdul Khaliq who went underground.
A senior police officials told the  Excelsior that a case FIR No. 48/2015 under sections 409/109 RPC has been registered in this connection. It said that investigation has been launched and some more people are likely to be arrested. He said this ration was meant for the public of Gursai and Harni but the Salesmen with the connivance of CAPD officials sold the public ration in the market in black depriving genuine consumers of their right.
Minister for CAPD, Zulfkar Choudhary when contacted said that he has ordered an inquiry into the matter after he came to know about the matter.  He said Assistant Director CAPD Poonch, Harpal Singh has been asked to hold inquiry and submit report with in 7 days fixing responsibility. He said that Salesman Fazal Hussain has been placed under suspension and after inquiry, if other CAPD officials were found involved in it, they will be terminated from service. The minister said that he has heard similar complaints from some other areas and mechanism is being developed to involve Sarpanch/ Naib Sarpanch  of the area when the ration leaves for the destination and they will ensure that ration has reached their village/ town depots.
