NEW DELHI, Apr 28: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that the Modi Government’s reforms are inspired by conviction and not by political consideration. Citing evidence, he said, the most striking example of this is the decision of re-monetisation which was announced by Prime Minister Narendra Modi just on the eve of crucial election to five State Assemblies and normally, no elected Government at the Centre would have taken such a risk.
Speaking on the subject of “Transforming India” at Constitution Club here today, Dr Jitendra Singh said, Prime Minister Narendra Modi’s sincerity and courage to take decisions and introduce reforms, which could change the life of the poorest of the poor, has touched the inner cord of every section of society and that is why, people across the country and from all backgrounds are ready to repose their faith in him because they trust him for his commitment.
Giving broad resume of the various pro-poor initiatives brought in during the last three years, beginning from Jan-Dhan Yojana to Fasal Bima Yojana and from Ujjwala Yojana to Deen Dayal Upadhyay Yojana, Dr Jitendra Singh said, the Government has lived up to its claim to provide maximum governance by doing away with nearly 1500 obsolete rules and laws.
Breaking away from the feudal legacy of colonial rule, Dr Jitendra Singh said, soon after the formation of the Modi Government in May 2014, the Department of Personnel and Training (DoP&T) did away with the practice of getting certificates attested by Gazetted Officers and instead introduced the provision of self-attestation. In the same vein, he said, beginning from 1st January 2016, interviews were abolished for selection to junior level posts so that every young aspirant could be provided a level playing field.
Over the last 3 years, Dr Jitendra Singh disclosed, a number of changes have been made in the transfer policy, maternity leave period has been extended, LTC provision and General Provident Fund provisions made easier to ensure a work-friendly environment for Government officials. Similarly, pension portals have been introduced and various conditions have been made easy, he added.
As for the Northeast, which is also under the charge of Dr Jitendra Singh, he said, the reach-out has not only been physical but also psychological. Now, there are regular visits by the Ministers to various parts of Northeast and the development projects are on fast track, he said.
In another two years, there will be hopefully be broad-track railway line in all the States of Northeast barring perhaps Sikkim, whereas when the present Government took over in 2014, many States like Meghalaya and Arunachal Pradesh were not even on the rail map of India. Similarly, he said, the orphan roads have been adopted under Special Road Development scheme by the Centre and the thrust is being given on Organic Farming to boost revenue and employment.
