SRINAGAR, Aug 12: Government has reconstituted the District Level Vigilance and Monitoring Committee (DLVMC) for monitoring the progress and implementation of the National Health Mission (NHM).
As per the Government order, the DLVMC would be headed by the concerned Member Parliament (Lok Sabha) of the district with Member Parliament (Rajya Sabha) of the district as its co-chairman.
The members of the committee would include legislators of the district, Mayor of the Municipal Corporation, District Magistrate, Municipal Commissioner of the Municipal Area, Head of the Town Area Committee, Programme Officer ICDS, Superintending Engineer Hydraulics, Chief Education Officer, District Panchayat Officer, District Social Welfare Officer, Assistant Commissioner Rural Development, Executive Officer District Urban Development Authority, Project Officer DRDA and an eminent person from medical, social or public fields to be nominated by the Union Ministry of Health and Family Welfare as members.
The concerned Chief Medical Officer will be the Member Secretary of the Committee.
The Committee would be authorised to review the progress and implementation of district health action plan under NHM; review release of funds, utilization and adherence to prudent fiscal norms; undertake regular visits to the health institutions to review facilities; ensure that national health programmes are being optimally implemented; ensure constructive engagement and participation of all the concerned departments in the district for multi-sectoral intervention; recommend corrective measures to ensure that the programme objectives are achieved and services delivered in an effective as well as efficient manner; consider complaints, if any, with regard to implementation of NHM in the district for appropriate action and put in place an effective oversight mechanism.
As per the order, the meeting of the DLVMC will be convened at least once in every quarter after giving sufficient notice to the MPs/MLAs/MLCs and other members.
