NC’s `autonomy’ invoking secession in J&K: Bhim

Excelsior Correspondent

JAMMU, June 26: Chief patron of J&K National Panthers Party Prof Bhim Singh has alleged that National Conference leaders’ demand of autonomy is invoking secession and inspiring terrorism in the Jammu and Kashmir.
In a hard-hitting rejoinder to the top NC leader and Union Minister Dr Farooq Abdullah and his son Omar Abdullah (Chief Minister of the State ), Prof  Bhim Singh asked them to spell out their autonomy demand so that the Kashmiris also understand what NC has been asking for.  Prof Singh pointed out that Indian Constitution is not applicable to the State of J&K though it is integral part of the Union. The Maharaja of J&K had acceded  to the    Indian Union in 1947 which has also been accepted by the United Nations, too.
Prof Singh further pointed out that Parliament of  India can not legislate in respect of any piece of legislation  in J&K which is evident from the provisions of Article 370. J&K has a separate constitution, sans fundamental rights, freedom of speech and expression or to practice any religion. The preamble of J&K Constitution is blank on the words, secularism, socialism   and human dignity. He said the J&K has High Court which was established by Maharaja Hari Singh in 1928 and it is not at par with High Courts in other states. J&K has no Bar Council as Bar Councils are elected amongst the lawyers. J&K is the only State where Bar Council is headed by Chief Justice of J&K High Court with the selected High Court Judges as its members.
The NPP leader asked the Dr Abdullah and junior Abdullah to spell out `their autonomy’ and reply what more autonomy NC has been asking for. It Indicates that NC has been asking for the separate Islamic Republic of Greater Kashmir, a theory which was propounded by Jewish Justice Owen Dixon, head of the UN Commission in J&K in 1951. Prof Singh said the then J L Nehru had rejected this proposition which now has been camouflaged by National Conference under the umbrella of autonomy with the supporting crutches of  the non-existent 1952-agreement. The NPP leader demanded dismissal of the Omar led Government and sought same action against both as taken in 1953 against the senior Abdullah.  He alleged that both were dangerous for the security of the State and the country.
