The new recruitment policy has come under severe criticism. The educated and professional unemployed youth have taken to social media platform to give vent to their frustration. The policy which the Govt is enforcing through an ordinance, is ironically on the pattern of the one adopted by the previous Govt. At that time PDP had raised hue and cry over it.
The new policy may surely expedite the process of recruitment in various categories as many departments are facing shortage of staff. But looking at it through a broader spectrum, it is playing with the fundamentals of recruitment process especially for the gazetted positions. The Govt has reduced the position of doctors and lecturers to the lowest level thus undermining not only the importance of these posts but also opening the doors for playing with merit.
It has replicated the experiment of ReT scheme vis-a-vis these positions which is almost a failure. The posts of doctors and lecturers are gazetted and have always been recruited by the PSC thus drawing a distinction from non-gazetted services. When the powers for recruiting them at the district level are vested with a committee headed by a respective Deputy Commissioner, it tantamounts to undermining the significance of these positions and could open the way for having like Mohalla Committees to recruit the gazetted officers like ReT scheme.
By doing so Govt is playing with the concept of institutions and it does not augur well for the State. Moreover, there is also an element of exploiting the talent when you put them on seven years contractual term. Generally, an educated youth enters into Govt job at a late stage now and then putting him on contract would further delays him the benefits.
